Can't seem to get pass cart in order to checkout from requesting transcript

I'm applying for a transcript after I filled the info out i clicked continue to go to cart, and a prompt came up stating that my cart is empty and there isn't any other options to proceed to checkout .

I don't know what else to do at this point please help

Yes i have a similar issue and also it says that it should cost me $40 for overseas but the only option I'm receiving is the 17.50 one.
