Where's my Certificate

I wrote csec in may/June 2019 and only recieved my slip not my certificate. I was informed by my school that my certificate is being withheld for whatever reason. it's been over a year and I have checked many times with my school and they have no idea as to when I will receive my certificate

I ordered a replacement certificate about 4 months ago and to this day have not received anything pertaining to the process about location in the process. The need of this certificate is of high importance.
